Overview: January 30, 2026—At the start of the new year, China’s cross-border logistics has achieved a pivotal breakthrough. Following the General Administration of Customs’ announcement that 25 measures to facilitate cross-border trade will be fully rolled out nationwide, covering the entire chain—from customs clearance and inspection to warehousing and transportation—China’s cross-border e-commerce logistics is accelerating its transition from a phase of “single-point speed enhancement” to a new stage of “system-wide efficiency improvement.”
January 30, 2026—At the start of the new year, China’s cross-border logistics sector has achieved a pivotal breakthrough. Following the General Administration of Customs’ announcement that 25 measures to facilitate cross-border trade will be fully rolled out nationwide, covering the entire chain—from customs clearance and inspection to warehousing and transportation—China’s cross-border e-commerce logistics is accelerating its transition from “single-point speed enhancement” to a new stage of “system-wide efficiency improvement.”
According to the latest data from the General Administration of Customs, in 2025, China’s total cross-border e-commerce imports and exports reached 2.11 trillion yuan, representing a year-on-year increase of 10.3%. Of this total, exports amounted to 1.68 trillion yuan, up 11.6%. At the same time, China’s cross-border logistics market surpassed 2.79 trillion yuan, growing by approximately 15% year-on-year, and has become a key driver supporting stable growth in foreign trade.
Policy benefits are being unleashed, and customs clearance efficiency is being further upgraded.
The 25 measures being promoted nationwide—including “early declaration plus intelligent document review,” “unified list-based declaration for cross-border e-commerce exports,” “simplified registration procedures for overseas warehouses,” and “expanded pilot program for TIR international road transport”—have significantly reduced overall customs clearance times. Taking the Qianhai Comprehensive Bonded Zone in Shenzhen as an example, enterprises using the “one-stop” cross-border logistics service platform have seen the average customs clearance time for export parcels shortened to just two hours, an improvement of nearly 40% compared to 2024.
“In the past, handling a single shipment required coordination among multiple parties—including customs brokers, freight forwarders, and overseas warehouses. Now, with the single-window system, we can complete the entire process of declaration and track the status seamlessly,” said the head of a South China cross-border e-commerce seller. “This policy has truly unblocked the ‘last-mile’ bottleneck.”
Leading companies are accelerating their global network expansion, and their fulfillment capabilities are soaring.
Driven by both policy and market demand, Chinese logistics companies are accelerating the development of an integrated global fulfillment system comprising “warehousing networks + trunk-line transportation + last-mile delivery.”
JD Logistics has established over 130 overseas warehouses in 23 countries and regions, with a total warehousing area exceeding one million square meters. It now offers “2–3 day delivery” in North America and Europe, and its dedicated Middle East route can deliver goods in as little as 4 days.
SF International will launch a one-stop solution for large-item shipments to Southeast Asia by the end of 2025; the Ezhou International Aviation Hub has already opened 17 international cargo routes.
Cainiao Network has established a mutual logistics network covering the six countries of the Middle East Gulf region and has completed a wholly-owned acquisition of a fourth-party logistics company, thereby strengthening its end-to-end control capabilities.
Jitu Cloud Warehouse is expanding its smart warehouse in Bangkok, Thailand, reducing order fulfillment time during peak periods by 6–8 hours. The integrated warehousing and delivery model ensures stable order fulfillment performance.
Meanwhile, platforms such as Temu, SHEIN, and TikTok Shop have been actively partnering with leading overseas warehouses like Cangcang, Wanyitong, and Lege, promoting the widespread adoption of “semi-managed” and “fully-managed” models and further lowering the barriers for small- and medium-sized sellers looking to expand into international markets.
Challenges remain, and compliance and digitalization are key to breaking the deadlock.
Despite the overall positive trend, cross-border logistics still faces external pressures such as geopolitical volatility, rising costs associated with rerouting around the Red Sea, and increasingly stringent customs clearance procedures in Europe and the U.S. In 2024, the U.S. intensified its scrutiny of small-value, duty-free customs clearance under the T86 regime, prompting several logistics companies to temporarily suspend related operations, highlighting the critical importance of compliance capabilities.
In response, industry experts pointed out that the future competitive focus has shifted from “competing on price and speed” to “competing on service and resilience.” Zhu Qiucheng, a researcher at Wangjing Society, stated: “By 2026, compliance plus digitalization will become the core competitiveness of cross-border logistics. Enterprises need to establish localized compliance teams and, at the same time, leverage technologies such as AI and blockchain to integrate e-commerce platforms, ERP systems, customs authorities, and logistics systems, thereby achieving end-to-end visibility and intelligent scheduling.”
Outlook: Moving Toward a New Stage of High Quality, Green, and Smart Development
With the release of the “2026 White Paper on Digital and Intelligent Cross-Border Logistics for Medium- and Large-Sized Goods,” an industry consensus is emerging: in the future, cross-border logistics will not only serve as a mere transportation channel but will also become the essential service infrastructure supporting brands’ global expansion. The shift from simply “getting goods out” to “delivering effectively” and then to “delivering sustainably” means that ESG factors—such as green packaging, electric delivery vehicles, local employment, and carbon footprint management—are increasingly being incorporated into companies’ strategic considerations.
Recently, a spokesperson for the Ministry of Commerce emphasized that “multiple measures will be taken to stabilize the fundamentals of foreign trade” and that efforts will continue to optimize the cross-border logistics ecosystem. It is foreseeable that, driven jointly by policy support, technological empowerment, and corporate innovation, China’s cross-border logistics is poised to enter an era of “full-chain collaboration” that is more efficient, more reliable, and more sustainable.
